(2008-2011)
Contracted by Scottish Government, Employability and Skills to design and implement a Monitoring and Evaluation Framework for 25 + employability partnerships across Scotland. Additionally, WBS will provide across Scotland support and development workshops to build the capacity and positive impact of individuals working within the employability arena.
WBS initially designed an online competency-based monitoring and evaluation framework, EPSA (Employability Partnership Self-Assessment). This was used as a baseline assessment during 2009 within the partnerships and over the commission period is measuring the journey travelled of Employability partnerships. WBS has developed tools and support for the partnerships to enable their development in the key areas of Commitment, Integration of Services and Added Value. All of our work has contributed to the resource website, the Employability Learning Network.

For the 25+ employability partnerships based in local authority areas across Scotland, WBS is capturing and researching the models, method of services delivery and behaviours which have the greatest impact on service users. Our role now is to deliver a programme of best practice development workshops across Scotland to Lead Partners and managers with an Employability remit. WBS recruit, co-ordinate and manage these workshops on behalf of the Scottish Government. Each workshop produces a Key Learning Point document which appears on the ELN website within 48 hours for all partners in the employability arena to access.
Our role during 2010 will be to continue to track the development journeys of the partnerships using our online tool EPSA. WBS will provide further direct development for managers, organisers and practitioners within employability and skills and design more learning tools for the ELN website.
